Crystal Lake Improvement Association Board Meeting Minutes

July 11, 2023 – 7:30pm

  • Meeting called to order at 7:30pm

 

  • Governance 
    • Prior meeting minutes – unanimously approved

 

    • Treasurer’s report – Insurance policy was renewed and paid. P.O. Box was paid. Treasurer’s report was unanimously approved. As per last month’s approval, $30,000 was placed in a 1 year CD at 4.9% interest. This income will make our projected end of year budget slightly positive.  Since the 3-month CD interest rate was negligible, motion was made and unanimously approved to place $10,000 into a 6 month CD at 3.75%. Remaining balance will cover upcoming October fish stocking invoice

  • External Relations
      • Weed Harvest – City weed harvest may have been too early this year due to late ice out. Dave will ask Caleb if in the future CLIA could help provide some input on harvest dates.  Also ask about why less area was harvested in 2023 than in 2022. In addition he will inquire about the potential for additional later season weed harvest by the city. Discussion around if CLIA should/could explore ways to help with additional later-season harvest
      • Geese – Concerns about periodic geese count being too high. Dave will check with Caleb to see if city can harvest geese in the remaining last week.  The city’s initial geese count was too low. 

 

  • Communications 
    • Calendar Updates:
        • Algae treatment occurred per schedule in June 26
        • Picnic invitation was sent out. RSVP’s coming in
        • Upcoming dates 9/9 Park clean up. 9/17 picnic
        • Put on calendar for June 2024 to review Boat Parade policy

 

  • Directory/Data
  • Mike will pull email list that should receive the directory passcode as well as other versions of lists needed
  • Bob will try to pull non-paying list (Janet needs non-member addresses/without emails so she can send survey) and track new move-ins
  • Mail chimp for newsletter will be updated and synched with the newest excel
      • Member survey – Reviewed draft, suggestions made for several additions. Janet will update and send out final version to board ASAP.  Paul will help send out survey link to newsletter list. In cases where we don’t have emails, such as non-members, Janet will mail hard copy of survey. They can have the option to go to link or reply via mail.  She will include reminder invite to join CLIA.  Reminder to respond will be sent out about a week after initial invite and will include how many have responded to generate momentum. 
  • Facebook page – Reported that Crystal Lake in Burnsville Facebook group, a private group with 177 members currently exists, recommended to use this group to send reminders of upcoming events. Will reach out to the admins and let them know that CLIA would like to more regularly post updates (beach clean up, picnic) and push towards the Facebook group in CLIA communications such as the newsletter and website.

 

  • Suggested newsletter items:
    • Save the dates -social activity dates: Park cleanup September 9 and September 17 picnic
    • Picnic invite
    • Notice that survey will be coming

 

  • Fish and Aquatics – Ted will double check with supplier that September fish stocking is on track
  • Weed and Algae – Algae treatment occurred as scheduled June 26, will asses later in season if second treatment needed

 

  • Social
        • The second park cleanup of the year was a huge success with record numbers. Really helped to send reminder notice several days ahead and for board to extend personal invitations. Recommend that this be continued prior to upcoming events
        • July 4th boat parade winners awarded
        • Evite for September 17 picnic was sent
        • Unanimously approved to provide Brooke with payment for picnic prizes she’s found at garage sales, helping to conserve budget
        • Picnic – remind that only for CLIA members but they are welcome to pay at check-in

 

  • New business & topics for future meetings:
    • Boat Parade – Next year in June decide if all should be included, but notice provided that only CLIA members can win?  Decide how to handle it.  Also suggested that time be moved to 7:00 to try to generate more participation
    • Ways to increase/simplify dues response. Venmo/Zelle (Bob will look into) Also, we will consider sending reminder mailing out to those who do not respond several months after initial request.
    • Winter Event. Consider Chile cook off or ice-skating. Could dovetail with Mike’s charity event last Sunday in Feb.
    • Consider if CLIA could post sign with scan code and/or drop box at boat launch for those who use the lake and want to contribute to keeping it clean.  Check with city to see if this is viable.
    • Ice-out contest consider a sign/with bucket to fall into ice as official date?
    • Next meeting August 1 at Mike Ouverson’s House
